DA Architects + Planners and CitySpaces Consulting Ltd. have drafted a rezoning application for the City of Vancouver’s consideration. The application proposes the construction of a new Cedar Cottage Neighbourhood House (CCNH) at 4065 Victoria Drive in East Vancouver. Currently, the facility has been serving the Kensington-Cedar Cottage community with social services. The rezoning application aims to replace the existing 7,704-square-foot building with a larger facility spanning 19,361 square feet.
History
The CCNH was originally founded in 1950 to address the need for social recreational activities for youth in the Kensington-Cedar Cottage community. Over the years, the Cedar Cottage Neighbourhood House has experienced substantial growth. This growth led to the establishment of the Cedar Cottage Youth Club (CCYC) and the introduction of various sports leagues, afterschool clubs, and family support initiatives. From 1950 to 1960, the CCYC operated from a field house located on the Lord Selkirk Elementary School campus.
Context
The rezoning application highlights the significance of the Cedar Cottage neighborhood, which stands as the city’s third-largest community and houses a quarter of its residents. With increasing densification, the application projects a population increase of up to 60,000 new residents by 2035.
Proposal
The Cedar Cottage Neighbourhood House has been under the ownership of the Association of Neighbourhood Houses of B.C. since its establishment in 1964. The application highlights the potential benefits of the new facility, including the expansion of current programs and the introduction of new offerings. The architect’s design for the building encompasses the following various features:
- A licensed childcare facility with 37 spaces;
- An adult day care facility featuring a commercial kitchen;
- Flexible community spaces for small and medium-sized group activities;
- Administrative and support areas;
- Covered and open outdoor spaces.
The facility will also have underground parking for both staff and visitors to alleviate street parking congestion.
Design
The current location of the proposed Cedar Cottage Neighbourhood House at 4065 Victoria Drive is situated within a single-family neighborhood. The design of the new facility aims to integrate harmoniously with the neighbouring homes and reflect the neighborhood’s diverse culture. It will feature a three-story structure with a pedestrian-scaled design, creating an inviting atmosphere for all who visit.
